My RESOLUTION was to buy a new power supply from DELL! Part # M117J. As soon as I gave up and connected the wires.
I was able to press on the button / stop and HOP! Now, I'm going to fit everything back together. But I am sure that the Power Supply swap is the right way to go for the wrong unit we all!
